Hello Patriots! To clarify any potential misunderstandings regarding MSD device distributions, devices were given to MSD students whose original survey data indicated the need for a school-issued device to support virtual learning. Unfortunately, with our last round of distribution we have exhausted our supply of devices available for student use. Marion School District, like thousands of school districts across the country, are awaiting the arrival of more than $600,000 worth of new devices. Upon arrival of the additional devices, parents of students who remain on the waiting list will be notified for pick-up. Hello Patriots! COVID 19 has brought many changes to this school year. One such change is the way we host athletic events. The district must follow all guidelines and mandates set by the Arkansas Department of Health and the Arkansas Activities Association. Following these guidelines limits the total number of spectators allowed in each venue. The district has set the following standards for Home High School Varsity football games. Each student athlete, band member, and cheerleader will be allowed to purchase two tickets. All Tickets will be sold prior to the event. AAA passes will be allowed until event maximum capacity is reached. Patriot Passes will be allowed for admittance until event maximum capacity is reached. No school ID passes will be allowed for admittance. Seating is clearly marked by family groups, maintaining six feet of social distance. Volleyball / Junior High Football Game events Tickets will be sold at Patriot Arena / Patriot Stadium until the COVID 19 capacity is reached. The district may choose to pre-sell tickets for some game nights. AAA passes will be allowed until event maximum capacity is reached. School ID passes will be allowed for admittance until event capacity is reached. Patriot Passes will be allowed for admittance until event capacity is reached. I just wanted to pass on this guidance from Dr. Dillaha from the Arkansas Department of Health: Arkansas Department of Health State (ADH) Epidemiologist Dr. Jennifer Dillaha recommended that Arkansans wear face masks that fit pretty closely to the face and consist of a minimum of two layers of material in order to reduce the puffs of air that can go through or around the mask. Dr. Dillaha said masks with valves are not effective because the valve focuses a stream of air and does not prevent respiratory droplets from making it outside the mask. If individuals choose to wear neck gaiters or bandannas, they should double-them up because the second layer of material will offer added protection. MSD will not police types of masks worn by faculty/students, as long as the mouth and nose are covered, per MSD policy. However, please consider using a mask with at least two layers of material and with no expiration valve to best protect others! Lastly, remember masks should be treated like underwear... KEEP THEM CLEAN AND CHANGE THEM DAILY!! Kelly Fogleman, BSN, RN, NCSN Coordinated School Health Coordinator 870-739-5140 kfogleman@msd3.org

We appreciate your flexibility and understanding during these uncertain times. We are working to navigate the changing data and guidance on what our schools will look like for the 2020-21 school year. The health of our students, staff, and families is our number one priority. These pages will be updated regularly to keep everyone informed on what we’re doing as a district to combat the effects of COVID-19 (Coronavirus). We continue to closely monitor reports and information shared by the Arkansas Department of Health and the CDC regarding COVID-19, and we are in contact regularly with health officials from the city and county. We know that the COVID-19 pandemic has raised many questions regarding how the district will start for the coming school year. We have created these web pages to help provide context to our decisions as we prepare for the 2020-2021 school year. The information here will be updated to reflect changes as they are made. https://bit.ly/32iREcV

UPDATE: Pandemic-EBT Assistance for Families Whose Children Get Free or Reduced Lunches The federal Food and Nutrition Services under the U.S. Department of Agriculture approved Arkansas’s plan to provide Pandemic EBT (Electronic Benefits Transfer card) assistance to families with additional grocery costs as a result of school closures. For each child enrolled in the National School Lunch Program, a family may receive a one-time benefit of $319, which is the value of the average cost of a school meal ($5.70) multiplied by the number of days missed in March, April, and May. This is not a cash benefit but rather a card that families can use at any grocer that accepts Supplemental Nutrition Assistance Program (SNAP) benefits. The Arkansas Department of Education worked with local school districts to obtain lists of student names and addresses for those participating in the program. Below is an overview of benefits provided to-date, initial and ongoing challenges and solutions, and a timeline of the program. Overview The Department of Education submitted a list of about 306,000 students that received free or reduced priced meals. The total benefit amount issued for Pandemic EBT was approximately $99,224,950, which is paid entirely with federal funds. Of those eligible: • 101,999 children were in families that already participate in the traditional SNAP program. o DHS already had addresses for these families in our eligibility system. o The additional $319 per child was loaded to EBT cards starting June 29. • 205,000 children were in families that are not participating in the traditional SNAP program (or who were in SNAP but the address at the school did not match the address in their SNAP case). o Because these families are not in the DHS SNAP eligibility system, the Department of Education got lists with the latest available address from schools, and DHS used that list to mail out EBT cards. o Cards began going out on July 9. o 151,000 of these cards have been activated. Challenges and Solutions Because this is a program that has never implemented in Arkansas prior to 2020, there have been some challenges both at the outset and ongoing that we have or are working to overcome. • Initial Challenges and Solutions o Change of Address – For many of the families who were not SNAP participants, the addresses were months old, and it is likely that many had moved without notifying their schools or DHS. By the time DHS provided the list of addresses to the vendor on June 25, it had processed 3,000 address changes but not all address changes submitted were able to be processed by that time. o Length of time to distribute initial benefits –There are only a small number of vendors that create and mail out EBT cards across the country. That meant that once DHS submitted the names and addresses on June 15, the vendor first had to mail out cards for other states that were approved before Arkansas. This delayed the mailing of cards by two weeks and resulted in DHS changing dates for distribution of benefits. • Ongoing Challenges and Solutions o Eligible children not on list – Since we issued benefits on June 29 for existing SNAP clients and July 9 and 17 for non-SNAP clients, families have reached out to say they either received Pandemic EBT for some but not all eligible children OR that their child is eligible but did not receive Pandemic EBT benefits. To address this, DHS is working with the Department of Education, which is in turn working with school districts, to confirm eligibility and issue cards for these families. o Large volume of emails asking about card status –Because of the delay in issuing benefits, the need for address changes, and the issue related to eligible students not being on the list, we received a large volume of emails from families and are behind in processing them. To address this, DHS is pulling staff from other areas within the agency to help quickly process emails and determine what action, if any, needs to be taken. We expect to process all the remaining emails within the next two weeks. o No return address – The vendor hired to mail out the EBT cards for non-SNAP families failed to include a return address on the envelopes. To date about 26% of these Pandemic EBT cards have not been activated. This week, we will ask families to promptly activate their cards as we will soon de-activate all cards that have not been activated and then re-issue them with correct addresses. New cards will be issued between now and September 30, which is the federal deadline for issuance of P-EBT benefits. The vendor, not the state, will incur the additional cost to re-issue the P-EBT benefits. If a family has not received a card for a participating child or otherwise needs to contact DHS about P-EBT, they should email pebt@dhs.arkansas.gov. As noted above, we are dedicating additional staff to process and respond to emails to address client issues and concerns more quickly.

Masks are most likely to slow the spread of COVID-19 when they are widely used in public settings. Wear a mask when you are around people not living in your household, especially when social distancing (staying at least 6 feet apart) is difficult to maintain. MSD Parents, we are excited to announce that the annual student update for the upcoming school year is now online! This process replaces the paper forms sent home at the beginning of each school year. You will be sent a snapcode to the email address the district has on file. The snapcode is like a key to your child’s annual student update information for the upcoming school year. You should receive a unique snapcode or snapcode link for each child in your household. If your email on record is incorrect or missing your code will be sent in the mail.

The Governor announced Thursday, July 16th, that he will sign an executive order issuing a statewide mandate for face coverings beginning Monday, July 20. “The number of COVID-19 cases, hospitalizations and deaths are numbers that speak for themselves, and show we need to do more,” Governor Hutchinson said. The Face Coverings Executive Order will require every person in Arkansas to wear a face-covering over the mouth and nose: · In all indoor environments where: · They are exposed to non-household members and · Distancing of six (6) feet or more cannot be assured and · In all outdoor settings where: · There is exposure to non-household members unless there exists ample space of six (6) feet or more to practice physical distancing. The executive order provides exemptions for persons: · Younger than 10 years of age; · With a medical condition or disability that prevents wearing a face covering; · Performing job duties where a six feet distance is not achievable, but a mask is inhibitory to the ability to safely and effectively perform the job duty; · Participating in athletic activities where a six feet distance is not achievable, but a mask is inhibitory to the activity; · Consuming food or drink; · Driving along or with passengers from the driver’s household; · Receiving services that require access to the face for security, surveillance, or other purposes may temporarily remove a face covering while receiving those services; · Voting, assisting voters, serving as poll watchers, or actively performing election administration duties; however, face coverings are strongly encouraged; · Engaged in religious worship activities; however, face coverings are strongly encouraged; · Giving a speech or performance for broadcast or to an audience; however, those persons shall safely distance from nearby individuals; · In counties where the Department of Health has certified that risk of community transmission of COVID-19 is low The Face Coverings Executive Order like all executive orders of the Governor has the force and effect of law. Violation of this directive during this public health emergency is a misdemeanor offense, and upon conviction, is punishable by a fine of not less than one hundred dollars ($100) nor more than five hundred dollars ($500). Law enforcement and local officials have the authority and are encouraged to enforce this directive. · First-time violators of this order shall receive a verbal or written warning · Violators of this order under 18 years of age shall only receive a verbal or written warning · No law enforcement officer or local official may detain, arrest, or confine in jail any person for violation of this order · This order shall not prohibit law enforcement officers or local officials from enforcing trespassing laws or other applicable laws in removing violators at the request of businesses or other property owners. Cities and counties may issue local ordinances that are consistent with this order. This order automatically expires upon termination of the public health emergency.

Attention Patriot Graduates of 2020, Last evening our MSD School Board approved the following: On Monday, July 6, the Marion School District will submit a request for approval from the Division of Elementary and Secondary Education for a proposed 2020 Marion Patriot Graduation Ceremony. The proposed date for the event is Saturday, July 18, 2020, at 10:00 a.m. in the Marion School District Arena. We hope to have confirmation of approval for the event within a few days. This is intended to be a brief diploma ceremony- not a full-scale traditional graduation. However, we will be releasing the first-ever MSD Virtual Ceremony video at noon on the same date that will contain many of the elements of a traditional ceremony. To adhere to the guidelines for social distancing and face coverings as prescribed by the Arkansas Department of Health and DESE, the graduation will be closed to the general public. However, each graduate will be allowed to have two escorts to accompany him/her during the ceremony. Graduates and escorts will line up on the lower and upper hallways of the Marion Junior High School, maintaining a distance of 6 feet between each graduate and their escorts. Escorts will stand in the hallways with the graduates and proceed with the graduates into the arena for recognition. Graduates will walk across the stage to receive their diplomas, while their escorts will walk along the base of the stage. After the recognition, the graduates and their escorts will exit the arena. All graduates and escorts will be required to wear masks for the duration of the ceremony. Escorts are NOT required, but up to two are allowed per graduate. Escorts must be at least 21 years of age and submitted to Principal Paul Johnston for prior approval. Escorts should arrive in dress casual attire and be comfortable standing and/or walking for as much as an hour. Lifetouch Photography will be on hand to provide photographs of the graduates. Graduates will be allowed to remove their masks briefly for the Lifetouch photograph. No other photographs will be allowed in the Arena. The ceremony will be live-streamed for the benefit of family and friends. Details for viewing will be released shortly. More details to come. Please remember this proposed event is still subject to approval from the Division of Elementary and Secondary Education.

The AAA has recently added two forms to their required list. Please make sure all forms are completed. Dragonfly has also recently completed an update. We have attached an example for your convenience. Thank you for your help with this matter and your support of Patriot Athletics.

If you want to participate fill out the survey before 3:00 PM Friday, June 26th. We have to submit a plan for approval to the department of education. Greetings Patriots, As previously promised, we are offering this update to our April 17 memo regarding 2020 MHS Prom and Graduation. Please note a summary of the latest directive dated April 26 from the Arkansas Department of Education re. 2020 Graduation-“Traditional high school graduation ceremonies are restricted until July 1 at the earliest. As we have throughout this emergency, we will review data and reevaluate the situation as we approach July 1 and continue to make decisions based on current public health data.” Plainly, ADE is NOT guaranteeing the ability to hold a traditional Graduation ceremony in July. They are simply establishing that July 1 is the earliest date that they will allow for planning such an event. In accord with the April 26 ADE directive MHS Principal Paul Johnston and his staff have set Saturday, July 11 as proposed date for Prom and Thursday, July 16 at 10:00 a.m. as a proposed date and time for our traditional Graduation Ceremony. With this plan we are taking the liberty of extending the ADE guidelines for Graduation- to include Prom as well. In early July we will reevaluate the proposed date(s) for both events in accord with the most current ADE directives for such , and make appropriate decisions regarding moving forward at that point. Regardless of the final outcome of the traditional Graduation event, we do plan to release the Virtual Graduation video on July 16. Please keep in mind that we are dealing with circumstances well beyond our control. However, we do sincerely hope that this plan provides for both Prom and Graduation in their traditional formats to become realities for our 2020 MHS Seniors. Go Pats! Dr. Glen Fenter, Superintendent

When you have no classroom to teach in you have to get creative! HCGC 4th graders were told to choose between 4 color tops to see which shape would create the tallest geyser! Gov. Hutchinson: No high school graduation ceremonies prior to July 1 by Michael Tilley Gov. Asa Hutchinson said Saturday (April 25) that traditional high school graduation ceremonies will not be allowed prior to July 1. Arkansas Department of Education officials also are reviewing options in the event it is not safe to fully open schools in the fall. The governor and Arkansas Department of Education Secretary Johnny Key said during Saturday’s COVID-19 press conference they know the delay is disappointing to many, but is necessary for public safety. “I’m very sympathetic because I have a granddaughter who is a senior in high school this year. But it’s really a risk whenever you bring thousands of parents and students together in one assembly to have a celebration, and that’s exactly the kind of gathering that could lead to a spread of COVID-19,” Gov. Hutchinson said. Key said he would “encourage” school districts to wait until after July 1, but the department is open to alternative graduation plans. He said the department will contact superintendents this upcoming week to let them know how to submit proposals. “There are a number of techniques that schools have already started exploring to see how they could make this happen as a celebration for their seniors, at the same time, taking into consideration and following our social distancing protocols, the restrictions of congregant gatherings of 10 or more people,” Key said. He also said the department will continue to monitor data and work the Arkansas Department of Health to consider any modifications to the July 1 order. He also said social distancing guidelines and other directives issued by the governor will prevent private schools from having a traditional graduation. Education officials and educators also are preparing options in the event COVID-19 spread remains a public health crisis when schools should open in the fall. “We have teams of teachers we brought together, and principals and superintendents, that are planning out different scenarios and possibilities. It is something that we are looking at and hopefully we’ll be presenting the governor with options coming up in the next couple of weeks,” Key said. Gov. Hutchinson said the “first option” is to have schools open as normal, but it’s important to have other options in place. COVID CASES Known COVID-19 cases in Arkansas totaled 2,830, as of Saturday afternoon, up from 2,741 on Friday. Of the 89 new cases between Friday and Saturday, 47 were inmates in the Cummins state prison. Of the total of cases, 1,813 are active, with the remainder accounting for deaths and recoveries. The number of deaths rose from 46 to 49. The number of COVID patients hospitalized in Arkansas was 104 on Saturday, unchanged from Friday. Of the COVID-19 patients, 22 were on ventilators, down from 25 on Friday. As of Saturday at 1 p.m., there were 924,376 U.S. cases and 52,782 deaths. Globally, there were 2,865,938 cases and 200,698 deaths.

Greetings Patriots, As many of you are aware presently all Arkansas Public Schools are charged with following the guidelines from the Arkansas Department of Health. The latest general guidelines for Gatherings are listed below, followed by the most current specific directive regarding Graduation. Arkansas Department of Health- Gatherings Limitations on Gatherings 10 people / 6 feet The Secretary of Health, in consultation with the Governor, has sole authority over all instances of quarantine, isolation, and restrictions on commerce and travel throughout Arkansas, as necessary and appropriate to control disease in the state of Arkansas as authorized by Ark. Code Ann. §20-7-109—110. Based on available scientific evidence, it is necessary and appropriate to take further action to ensure that COVID-19 remains controlled and that residents and visitors in Arkansas remain safe. All public and private gatherings of any number of people occurring outside a single household or living unit are subject to the following directives and exceptions: · Due to the high risk of community spread of COVID-19, gatherings of more than ten (10) people in any confined indoor or outdoor space are prohibited until further notice. Gatherings subject to this directive include, without limitation, community, civic, public, leisure, commercial, or sporting events, concerts, conferences, conventions, fundraisers, parades, fairs, and festivals. · This directive does not apply to gatherings of ten (10) or more people in unenclosed, outdoor spaces such as parks, trails, athletic fields and courts, parking lots, golf courses, and driving ranges where social distancing of at least six (6) feet can be easily achieved. · This directive does not apply to businesses, manufacturers, construction companies, places of worship, the Arkansas General Assembly, municipal or county governing bodies, or the judiciary; however, these entities are advised to limit person-to-person contact and maintain appropriate social distancing of at least six (6) feet to prevent the spread of this virus. · The Secretary of Health reserves the right to exercise his authority to prevent the spread of disease in this State if, in his judgment, any of the excluded entities are operating in a manner that is a risk to public health. Arkansas Department of Health- Graduation Based on the current directives, a total of 10 or less at the site would be required. The schedule for students (and their guests) to appear on campus should be spaced out to avoid having more than one student and his/her group on campus at a time. The number of family members present should be limited to maintain a total of 10 at all times. That would be a maximum of 6 family members/guests assuming the number of staff is limited such as superintendent, principal, and camera operator. Having no more than one family on campus at a time would also be critical. Out-of-state family members and guests from areas with high rates of COVID-19 should be restricted as these individuals are to quarantine for 14 days upon arrival in the state. (Check ADH website for the most up-to-date list of affected areas.)Wearing gloves and masks for all present is recommended and all attendees must maintain the proper social distancing. Students cannot congregate in rooms or facilities while waiting for the ceremony. Screen everyone upon arriving for the exercises and exclude individuals with fever during the previous 48 hours, persistent or unusual cough, shortness of breath, direct contact with someone tested positive for COVID-19, out-of-state travel history from areas with high rates of COVID-19. Obviously, in their present forms, these directives prohibit events like our prom and graduation from occurring in their traditional format. Consequently, we offer the following – first, we are postponing the final decision on prom until May 9. If by May 9 the Department of Health has modified their position to allow events like prom to occur, then we will hold prom as per normal on the evening of May 16. However, if the applicable health directive has not been modified appropriately by May 9 then, unfortunately- prom will be cancelled for this year. We fully understand that these dates represent short notice for preparation, but this scenario does provide as much time as possible for the health directives to be modified. We do plan to hold graduation on May 18 at 5:00 p.m. as originally scheduled. However, the major caveat is in what format it will occur. Again, if the Secretary of Health has modified the directive to allow such by May 9, then graduation will occur as per normal on May 18. Moreover, if the appropriate health directives are not modified sufficiently by May 9, then graduation will occur in a modified virtual format that will be streamed on the internet at 5 p.m. on May 18. The virtual format will include the following components: 1) Caps and gowns and diploma covers will be made available for pick up by all students well in advance of the event. 2) All presentations from the Principal, Superintendent, Class President and our top-ranked graduate will be pre-recorded. 3) On the recording, Principal Johnston will call the name of each graduate and the official yearbook photograph of that student will be shown on the screen, along with a listing of any awards or special honors that the student has earned. 4) For students who failed to have their yearbook photo made last fall, provisions will be made for an opportunity to have a substitute photo made by the MHS staff. If students choose not to have a substitute photo made, only their names will appear in the video. 5) Diplomas will be mailed out to students in good standing who have completed ALL graduation requirements as soon as possible following the event. 6) Information on how to access the program electronically will be provided well in advance of the event. This format will allow students in their caps and gowns and with their diploma covers to celebrate with their families and friends as they watch the ceremony in the comfort of their own homes. While we clearly understand that a Virtual Graduation does not replace all of the nuances of a normal graduation event, it does offer an opportunity for each student and their accomplishments to be celebrated as families see fit. Based on the unprecedented circumstances that we are all enduring presently, these options seem to be the best alternatives that we can provide at this time. However, as we have stated above, if changes occur that create new windows of opportunity we will certainly investigate them fully. Respectfully, Dr. Glen Fenter Marion School District Superintendent

Spring Sports Cancelled Due to COVID-19 Pandemic After multiple conversations with the Arkansas Department of Health, the Governor’s Office, the Arkansas Department of Education and with the announcement of the closure of Arkansas schools through the end of the school year, all remaining AAA spring activities, state championships, AHSCA Coaches Clinic, and All-Star games have been cancelled. “Today’s heart wrenching decision is difficult for all members of the AAA family,” said Lance Taylor, AAA Executive Director. “We sympathize with the students, coaches, parents, and school communities, and especially our graduating seniors, but we recognize that the cancellations will allow our collective focus to remain where it is needed at this time – on the health and safety of all Arkansans. We all must come together to stop the spread.” The AAA will continue to receive guidance from the Arkansas Department of Health, the Governor’s Office, and the Arkansas Department of Education. The AAA wishes to thank them for their leadership during this COVID-19 pandemic.

Important update from the Marion School District: There have been significant changes in guidance to schools today regarding COVID-19. As of now, schools in 4 central Arkansas counties have been directed to close due to new presumptive positive cases and direct contact by others with those who have tested positive. The decision to close was made out of an abundance of caution. School closure decisions will be made in consultation with the Arkansas Department of Health (ADH) and Arkansas Department of Education (ADE). The two agencies will work jointly to provide guidance to districts based on developments in local communities. The ADH and ADE have established a dedicated hotline for districts to call to discuss whether preemptive closures are advised. We will continue to update you as new information is available. Mr. Johengen's students, at MJHS, were tasked with creating a superhero, or villain that is based on an element on the periodic table. They began by becoming an expert on an element. They then used their knowledge to create super powers based on the properties of the element. They came up with a back story about how their character acquired their powers and what their motivation for being good or evil is. They then brought their character to life by creating an illustration.

Dear Friends, After watching the latest PATCAST, I came away humbled. I don’t take for granted the people who trusted Fred Leonard and I enough to buy-in what all the Hometown Showdown entails. At the center of this trust is the belief that we are put on God’s green Earth to make a difference. What have we done for the least of these? I ask this question, knowing that I’m cloaked in human frailty. I’m not perfect. We all aren’t. However, there comes these rare moments when you know that what you are doing is right. The fact that we all are working together to make a difference in the lives of those who are going through battles that we cannot imagine. We can certainly answer the question above. Here’s to you Patriot Nation. Watch this video and be blessed. https://www.youtube.com/watch?v=tm_pMbm-Pow&feature=youtu.be Grandon

We, as many others, have been monitoring the social media post that has referenced the threat of possible school shootings on August 29th. Federal, state, county, and local law enforcement agencies, as well as our own MSD Campus Safety staff, are vigilantly monitoring the situation. At present the threat is believed to be nothing more than a hoax. Moreover, nothing in the post specified our school district or even districts within our region. Nonetheless, we will continue to monitor the situation and take prudent precautions to make certain that our students and staff remain safe. Please remember that you too can assist in keeping our campuses safe by simply reporting anything that you see or hear to any one of our local law enforcement agencies. We will continue to keep you updated as information merits. Thank you for your continued support, thoughts and prayers. #OnePatriotOneCommunity
